Central government subsidizing local governments to introduce English teachers of foreign nationality to teach at public elementary schools

I. Background and process

1.   Handled according to former premier Yu Xi-kun's directions on December 12, 2002.

2.   In line with the policy of beginning elementary school English education in the third grade in the 2005 school year.

3.   Give priority consideration to students in remote areas and to narrow the gap in education quality between city and rural areas.

4.   Promote teaching and cultural exchange between domestic and foreign English teachers.

5.   Implementation was delayed in 2003 because of revision of Employment Service Law and the SARS epidemic.

6.   With the help of MOE, the first group of Canadian English teachers was introduced at the end of 2004.

7.   Since 2005, county/city governments are permitted to introduce foreign English teachers themselves.

II. Method of introduction

According to the program, the central government subsidizes the introduction of foreign English teachers to teach at public elementary schools in either of the following two methods (handled according to the Government Procurement Act, Employment Service Law):

1.   MOE assists counties/cities in introducing foreign English teachers (Currently, CEC Taiwan, the British Council's Taipei Office, and the Indiana State Board of Education are helping to recruit teachers.)

2.   County/city governments introduce foreign teachers themselves (Counties/cities interested in introducing foreign teachers apply to MOE for funding and commission qualified agencies to implement the process.)

III. Teachers' qualifications as stipulated in regulations

1. Certified or qualified teachers in their native countries.

2. Graduated from universities or colleges and above.

IV. Brief description of job and benefits

1. Job description:

(1)     English language teaching, study, and consultation.

(2)     5 days a week, 8 hours a day.

(3)     A maximum of 22 hours per week if teaching at a junior high school, and 24 hours if primary school.
