Kindergarten Counseling Plan to Improve Preschool Education

Ministry of Education Establishes Budgets for Improving Education in Kindergartens and Daycare Centers

To guide the development of preschool education, the Ministry of Education established and promulgated in 1999 the "Mid-term Plan for Development and Improvement of Preschool Education" and started setting up annual budgets in 2001 for evaluation of public and private kindergartens by direct city and county/city governments as well as to award kindergartens with outstanding performance. As of 2005, over 99% of the kindergartens nationwide had been evaluated. The evaluation has proven beneficial to the improvement of preschool education. 

Beginning in the 2006 school year, the Ministry of Education initiated the "Plan for Counseling and Funding for Public and Private Kindergartens" as an attempt to replace evaluation with counseling to upgrade kindergarten education before an integrated policy could be officially launched.

The counseling was carried out through two projects. The Project for Kindergarten Environment and Administration improvement was aimed to ensure safety of preschool children in legally established learning environments, while the Project for Counseling for Child Education and Care in Kindergartens and Daycare Centers was intended to establish cooperation between academic institutions with kindergartens and daycare centers to upgrade professional competence in child education.   

A. Types of preschool education establishments qualified for counseling between the 2006 school year and the 2009 school year:

About 60%-70% of the preschool education establishments qualified for counseling between the 2006 school year and the 2008 school year were kindergartens, but the number of daycare centers included in the counseling plan each year has been gradually increasing.
