Deputy Minister Lu Mu-Lin welcomed National University of Kiev President Professor Victor Skopenko on March 4, 2005.

Deputy Minister Lu Mu-lin met with National University of Kiev's President, Professor Victor Skopenko, during his visit to Taiwan on March, 2005.

Professor Skopenko was awarded an Honorary Doctor of Science by the Chinese Culture University on March 3, 2005 for his outstanding and internationally recognized contributions to the field of inorganic chemistry.

Dr. Skopenko has been a strong supporter on the promotion of academic and cultural cooperation and exchange between the Republic of China and Ukraine.

Dr. Skopenko was the representative for the National University of Kiev at the signing of an Agreement for Academic Cooperation with National Chung Hsing University.
