The Ministry of Education (MOE) compiles the “Reference Guide for Online Learning of The Students With Disabilities in Colleges and Universities”

Assist schools in implementing appropriate adjustments for online teaching plans

In response to the schools’ online teaching needs and the development of their diversified teaching styles, the MOE provides online teaching plans and implementation convenience packages. To pay attention to the learning needs of the students with disabilities when receiving online teaching, the MOE has specially compiled and announced the Reference Guide to assist the students with disabilities to adapt to a new style of diverse learning.

According to Article 30-1 of “The Special Education Act”, schools should usually formulate an Individualized Support Plan (ISP) for the learning needs of the students with disabilities, and provide special education resources or adjust learning (teaching and assessment) methods to implement the spirit of appropriate education. In order to help the schools more smoothly assist the learning needs of the students with disabilities, and adjust and integrate the original special education resources when adopting online teaching, the MOE has compiled the “Reference Guide for Online Learning of the students with disabilities in Colleges and Universities”.

The Reference Guide includes special education needs of students with different types of disabilities, teacher reference guide, parent reference guide, resource classroom reference guide, related resources and consulting information. It also provides a reference for teachers in each school to make reasonable accommodation during online teaching, resource teachers to plan adjustment support services, and parents to participate in counseling measures. 

During the epidemic prevention period, learning effectiveness of online courses for the students with disabilities have been affected by their physical and mental characteristics. It depends on helping teachers, students and administrators to understand students’ special education needs, further coordinating and integrating related resources across units or reviewing existing systems, and actively paying attention to the learning adaptation situation of the students with disabilities, and make reasonable accommodation for the necessary support services to assist the students with disabilities in their development and learning, and ensure that the learning rights of every student are respected.
