Plan to Encourage International Students to Come to Taiwan and Stay in Taiwan

I. Background and Objective
To attract more talented international students and increase post-graduation retention, the Ministry launched the Plan to Encourage International Students to Come to Taiwan and Stay in Taiwan in 2024. The plan builds on existing recruitment efforts through overseas bases, international alliances, and new industry-aligned programs to enhance talent exchange and meet workforce needs.
II. Key Strategies
- Form university alliances to promote joint research, faculty–student exchanges, industry collaboration, and Mandarin learning.
- Set up overseas bases (Vietnam, Indonesia, Philippines) offering pre-arrival Mandarin courses, recruitment support, and talent-cooperation platforms.
- Launch new degree programs jointly designed by universities and industries, prioritizing STEM, finance, and semiconductors. Students receive government and enterprise stipends and work in Taiwan for two years after graduation.
- Strengthen professionalized career support by assigning dedicated advisors, developing learning-to-employment SOPs, and expanding internships to raise the retention rate from 40% to 70%.
