Program Objectives

Guided by an “Industry Issue-Oriented” core, this program encourages higher education institutions to integrate industry-academic resources and field requirements. By strengthening collaboration mechanisms and promoting innovative, practice-led learning, the program aims to establish an AI and smart technology talent cultivation system. This system will train professionals to drive industrial digital transformation and upgrades, ultimately building a smart industry ecosystem and enhancing Taiwan’s global competitiveness and sustainability. Specific objectives are as follows:

  1. Cultivate AI Application Talent with Industrial Insight: Facilitate the formation of cross-disciplinary teams within colleges and universities to develop thematic course clusters based on industry needs. This will enhance the AI application and integration skills of both faculty and students, producing professionals with practical expertise to meet real-world industrial demands.
  2. Establish a Co-Creation and Co-Education Model: Activate industry-academic collaboration channels and build consensus on talent development strategies. This objective focuses on improving the alignment between industry needs and curriculum planning, while fostering opportunities for co-created practical projects, internships, and field placements.
  3. Promote a Sustainable Smart Industry Talent Ecosystem: Based on implementation results, develop long-term strategies and collaborative platforms. By promoting resource integration and knowledge sharing, the program seeks to scale cultivation success and build an ecosystem with the potential for sustainable growth.

Implementation Strategies

1. Rationale

To transform Taiwan into an "AI Island," the Executive Yuan is promoting the "Southern Taiwan New Silicon Valley Program (2025-2029)". Within this framework, the "Intelligent Rainforest Industrial Revitalization Program" is a joint initiative led by the Ministry of Economic Affairs (MOEA) in collaboration with the Ministry of Digital Affairs (MODA), the National Science and Technology Council (NSTC), and the Ministry of Education (MOE). The program aims to align university capabilities with information service industries to drive industrial upgrading, technological innovation, and sustainable development.

2. Program Summary

The Ministry of Education (MOE) implements this program in alignment with the Executive Yuan’s focus on Intelligent Commercial Services, Healthcare, Intelligent Manufacturing, and Intelligent Agriculture. By offering AI-themed course clusters and industry-academic co-creation projects, the program enhances the "industry awareness" of faculty and students, strengthening their ability to apply AI in solving industrial challenges.

3. Key Tasks

  • Offer Industry-Themed Course Clusters: Plan course clusters focusing on specific talent needs within the Intelligent Commercial Services, Healthcare, Intelligent Manufacturing, and Intelligent Agriculture sectors.
  • Design and Execute Capstone Projects: Guide schools to leverage industry-academic-research resources to develop Capstone project manuals and execution strategies based on industry case studies. This fosters an industrial mindset and develops practical skills in AI value-added applications.
  • Implement Cross-Disciplinary Co-Education: Form teaching teams comprising both domain experts and AI specialists. These teams will coordinate institutional and external resources to co-design curricula, practical projects, and exchange activities such as internships.
  • Faculty AI Empowerment and Exchange: Conduct AI empowerment workshops and industry trend seminars to facilitate cross-disciplinary collaboration and curriculum co-preparation among faculty.
