3. Key Actions

• Enhance Mandarin education promotion mechanisms

Strengthen the overall planning role of the Taiwan Mandarin Educational Resources Center as the national coordination hub for Mandarin education. Integrate resources for Mandarin teacher training, courses, teaching materials, and assessment.

Continue to develop systematic training programs; develop Taiwan’s Mandarin teaching resources; expand our international cooperation network; and enhance coordination between the Ministry of Education, Mandarin education related institutions, and university language centers to improve the overall effectiveness of Mandarin education.

• Enhance teaching materials & assessment

Develop more Mandarin teaching materials and courses aligned with international proficiency standards, and provide teaching materials to support teaching of Mandarin overseas, and students preparing for TOCFL tests.

Enhance the TOCFL testing materials, and information about TOCFL; increase the number of overseas test venues and the range of Taiwan’s Mandarin teaching resources. Increase the accessibility, and the international use and recognition of TOCFL as a reliable language proficiency assessment tool.

• Optimize teacher training & support systems

Ensure that training and professional development for teachers of Mandarin includes training on the national curriculum, and on the internationally used CEFR and ACTFL language proficiency standards. Develop Taiwan into an international training and professional development hub for teachers of Mandarin, enhance the certification of teachers of Chinese as a Second or Foreign Language, and expand and diversify the Mandarin teacher workforce.

• Expand Mandarin education overseas

Expand the Taiwan Huayu BEST Program, establish more partnerships with universities overseas, and provide Mandarin courses, teachers, scholarships, and teaching resources. Integrate Mandarin learning into academic exchanges and internship programs; provide subsidies for international students studying Mandarin in Taiwan and for Mandarin teachers to teach abroad; and expand overseas Mandarin education networks in coordination with Taiwan’s international cooperation efforts.

• Advance digital Mandarin teaching & learning

Apply generative AI to the development of Mandarin teaching models to assist with producing teaching materials and instructional design. Build a digital Mandarin learning platform that integrates digital learning resources, learning analytics, and AI-assisted learning support; and develop interdisciplinary teaching materials for Mandarin teachers and learners overseas.

• Enhance the quality & availability of Mandarin education in universities

Support the Mandarin Proficiency Enhancement Program for international students at universities and tertiary colleges by increasing teacher capacity, and expanding the range of Mandarin courses and learning resources. Establish language partner programs and provide supportive learning environments, and encourage more international students to study in Taiwan and remain in Taiwan after they graduate. Conduct regular reviews of Mandarin education provided by university language centers to maintain teaching quality and capacity.
