In order to manifest the importance and uniqueness of Higher Technological and Vocational Education (TVE) with talent cultivation and industry links, and to lead technological universities to construct an environment for industry to innovate and develop, the Ministry of Education (MOE) promotes a “Plan for Developing Technological University Paradigms” by adopting a pre-trial manner in 2012, thereby bringing and guiding technological colleges and junior colleges to develop toward “industry and education talent cultivation, pragmatic teaching”.
The MOE stipulated “Subsidy Directions for Developing Technological University Paradigms”. In 2012, six technological universities in all were selected for this plan: National Taipei University of Technology, National Yunlin University, Southern Taiwan University of Science and Technology, National Pingtung University of Science and Technology, and National Kaohsiung University of Applied Sciences. Besides, 2 technological universities were subsidized to establish their industry-education R&D center schools in order to create a talent cultivation and industry-education R&D mechanism: Cheng Shiu University and Lunghwa University of Science and Technology.
This plan’s first year is a trial period and its subsidies total NT$450 million. The MOE has framed a mid- and long-term promotional plan for developing technological university paradigms. In the future, a 1 billion NT-dollars per year fund, totaling 4 billion in 4 years, will be requested from the Executive Yuan. This is to adequately develop professional technical talent cultivation function required for TVE. The plan for developing technological university paradigms was designed to facilitate connection between universities and industry and to assist industry to develop and upgrade. This plan will be conducted by subsidizing schools with better industry-university links and guiding them to construct an environment for industry to develop and upgrade, and by subsidizing schools with better industry-university links and guiding them. The aim is to create an environment for industry to innovate and develop, and to make a “seamless connection to industry” – making universities a cradle for cultivating human resources for small- and medium-sized enterprises and assisting universities to reinforce their roots for basic industry techniques.
