The Ministry of Education: Brand new operation starting from January 1st, 2013

After a few years’ preparation on the internal reorganization and merger of other Councils, the Ministry of Education (MOE) will be in a brand new phase of operation starting from January 1st 2013. The Sports Affairs Council and part of the National Youth Commission were merged into the Ministry. It means that the new phase of the MOE will be in charge of the Education, Sports and Youth activities altogether within the Ministry. In order to assume those governmental duties and also the establishment of the upcoming National 12 –year Basic Education System, the MOE will have three third-level independent agencies, namely, the K-12 Education Administration, the Sports Administration and the Youth Development Administration to consolidate the policy planning and implementation functions. Furthermore, MOE has nine affiliated third-level independent Institutions. Among those Institutions, the National Academy of Educational Research was set up in 2011, the Fonghuanggu Bird and Ecology Park is merged into the National Museum of Natural Science, the National Taichung Library is renamed as the National Library of Public Information, and the National Central Library’s Taiwan Branch is renamed as the National Taiwan Library. This reorganization aims to have a better policy design in the area of K-12 Education, Sports and Physical Education and the Youth Development, and also to have a better mechanism and supporting system in implementation and resources integration. To provide a seamless and well-thought care to all level of students is the main objective of this reorganization. And within the Ministry itself, it also went through a major reconstruction. The MOE was having 30 first-level Divisions or working committees before the reorganization. And after the internal reorganization, it will only have 15 first-level Divisions. For business operation in the new phase, the Divisions are Department of Planning, Department of Higher Education, Department of Technological and Vocational Education, Department of Life Long Education, Department of International and Cross-Strait Education, Department of Teacher Cultivation and Arts Education, Department of Information and Science & Technology Education, and Department of Students Affairs and Special Education. For supporting operation, the Divisions include Department of Personnel, Department of Accounting, Department of Statistics, Secretariat Office, Department of Government Ethic and Department of Legal Affairs. The MOE emphasized that for the past two years, it had gone through a few adjustments and modifications of the original plan to come out the aforementioned structure as its final format of brand new MOE. The MOE formed a task force to meet the challenge of the reorganization and to handle all the items needed to be taken care for the internal reorganization and merger. This task force, chaired by the Minister himself, had called the meetings 18 times during the last two years to deal with all the problems and came out effective resolutions. Most of the major organization related laws for new MOE became official by the Presidential Decree issued on February 3rd, 2012. And the Executive Yuan’s Decree issued on March 8th, 2012 stated that all those laws will be in effective starting from January 1st, 2013 The MOE completed all the preparation on the last working date of 2012 (December 28th), and it is expected that from the first date of the new MOE operation, it will be a seamless connection for all the business activities and service. The MOE also points out that in order to let the society be better informed about the new structure of MOE which will have the characteristics of flexibility, effectiveness and solidness, a ceremony will be conducted on January 2nd, 2013. The ceremony, with the name of ”Follow the Heritage and Open Up the Future”, will contain three parts, the first part is the swearing-in of the Chiefs from newly formed Agencies and Institutions, the second part is the press conference and kick-off, and the third part is the unveil the plaques of those newly formed Units. The MOE welcomes all the interested people to join in this historical occasion. It is expected that with the combinations of Education, Sports and Youth Development activities together, the brand new MOE will follow the excellent heritage and open up a new era for this country’s Education.
