The Education Division, Taipei Representative Office in France (BRTF) organized the formal TOCFL (Test of Chinese as a Foreign Language) and the pilot CCCC (Children's Chinese Competency Certification) in February and March 2013, attracting a total of 816 participants across France.

The BRTF’s Education Division coordinated five French universities offering Mandarin Chinese-related studies to work as its Test Centers, including: Institut National des Langues et Civilisations Orientales, Université Paris Est - Marne la Vallée, Université Jean Moulin - Lyon Ⅲ, Université Aix-Marseille and Université Michel Montaigne - Bordeaux Ⅲ.

Besides publicizing these tests on its own website (www.edutaiwan-france.org), BRTF’s Education Division also promoted them to higher and secondary educational institutions, public and private alike, where Mandarin Chinese courses are offered. It also has close association with the French Association of Teachers of Chinese – which gathers 468 members from the Mandarin Chinese teachers’ community - as well as inspectors of Mandarin Chinese teaching for the French Ministry of Education, to enhance the tests’ visibility.

On the morning of March 23, Ambassador Michel Lu visited the Institut National des Langues et Civilisations Orientales test center, which gathered the largest number of test participants. He expressed his special thanks to the French government’s and academics’ firm trust in Taiwan, emphasizing that it was based on long-term cooperation in different areas between both countries. He believes that, if more and more French students choose Taiwan as their destination for further studies, it is because of Taiwan’s freedom and vitality is equally noticeable in its high academic achievements.

Additionally, according to the statistics of the French Ministry of Education, for the school year 2012-2013, a total of 33,556 pupils at the secondary education level and 17,000 university learners are taking Mandarin Chinese courses.
