The MOE issued amendments to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education on August 5, 2014.

In order to streamline the process of assessing and recognizing foreign academic credentials, the MOE issued amendments to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education on August 5, 2014. Major changes are as follows:

1.Credential verification procedures are simplified and given more flexibility: if domestic schools determine the qualifications held by the applicant are legitimate, the applicant can be exempted from verification by an overseas ROC office; domestic schools can verify with schools abroad or request assistance from overseas offices, or ask applicant to go through the verification process. The regulation also simplifies and clarifies wording, amends definitions of terms such as assessment and recognition, verification and examination (amendments to third and fifth provisions).

2.The study period is deregulated for bachelor, master and PhD degrees in response to current international higher education trends and increasing academic exchanges.
A.If the study period abroad reaches two-thirds of locally regulated length of time, the flexibility of adjustment will be based on the school system overseas, school calendars, immigration records, and a comparable Taiwanese school type for assessment and recognition (amendments to sixth provision).
B.If the overseas school requires students to study outside the host country (but not in Taiwan), the overseas study period will be taken into account, along with verified documents issued by the school (amendments to sixth provision).
C.For applications for a domestic and foreign university joint degree approved by the MOE, the study period in Taiwan will be taken into account as set in the regulations.

3.Schools are responsible for organizing an assessment and recognition deliberation team and setting rules for an integrated assessment and recognition regulation. If the school assessment and recognition deliberation team has difficulties in verifying the certificate, the application should be filed to the MOE along with related documents and the description of the problem (amendments to eighth provision).

4.The number of required documents is reduced to make the assessment and recognition process simpler for applicants. Supporting study and recognition documents and transcripts in English are exempted for academic credentials issued by any country which does not have an ROC office (amendments to ninth provision).

The previous amendments to the Regulations Regarding the Assessment and Recognition of Foreign Academic Credentials for Institutions of Higher Education were issued on April 3, 2012.
