During the Second 2009 National Education Executives Meeting, the executive secretary of Chinatrust Charity Foundation, Chuo Chang-hsin, on behalf of an anonymous lottery winner, donated NT$ 27 million to education authorities of Taoyuan County, Chiayi County, Tainan County, Hualien County, and Pingtung County since these areas traditionally receive less funding.
