Goal

The National Action Program for Transitional Justice Education offers a vision characterized by the promotion of social understanding and reconciliation and alignment of national policies with human rights values with all citizens as the subjects of such education. Promotion strategies and corresponding actions plans are formulated centered around the four pillars of “Incorporation of Grassroots Schools into Educational Programs,” “Deepened Understanding among Key Target Groups,” “Fostering of Reconciliation through Social Discourse,” and “Realization of Sustainable Human Rights Values.” Through learning contents in the three core dimensions of “Facing the Past,” “Coming to Terms with our Legacy,” and “Looking Ahead into the Future” a solid foundation is laid for core democratic values and lasting peace in Taiwan based on profound understanding, reversal of injustice, and thorough reflection.

Implementation strategies and priorities

The Executive Yuan has approved the implementation of the National Action Program for Transitional Justice Education over a four-year period from 2023 to 2026. This program stresses school education and training of civil servants and judicial, military, police, and intelligence personnel coupled with ongoing communication with the general public regarding other transitional justice items. The top priorities of the implementation strategy and action plan are as follows:

1. Education at schools of all levels: Curriculum and teaching material development, teacher education and advanced training, universal advocacy and practice, and indigenous transitional justice education.
2. Civil servant training: Training for new appointed and promoted civil servants and on-the-job training for all civil servants.
3. Training for specified professionals: Judicial, military, police, and intelligence personnel.
4. Communication with the general public: Removal of symbols of authoritarianism, issues associated with political files (proactive publication of political files, research and use of such files), reversal of wrongful convictions in legal cases, designation of sites of injustice (legal system operations and review, propagation of relevant concepts, and planning of on-site educational programs), dissemination of trauma-informed knowledge of political violence, indigenous transitional justice (intensified education on and universal awareness of relevant issues), and promotion of diversified social engagement (creation of social bonds and communication platforms in cultural spheres and promotion of community colleges and libraries).
