II. Implementation Strategies or Key Focus Areas
- Adjust Academic Research Stipends for Professors, Associate Professors, and Assistant Professors by 15%
- For faculty members at universities and colleges holding the rank of Assistant Professor or higher, the qualification for appointment requires a doctoral degree. There is a phenomenon where the initial appointment for these positions occurs at a relatively later age, resulting in relatively fewer years of service. In order to enhance the incentives for retaining and attracting talent to public universities and colleges, as well as to appropriately reflect the contributions of public university teachers in academic research or professional field expertise, the Ministry of Education has made adjustments to the statutory salary structure in this adjustment.
- Expand Flexible Salaries Adjustment Targets and Increase Government Subsidies to Achieve Competitive International Salaries
- Current salaries for new and senior exceptional talent in the Republic of China (R.O.C., Taiwan) lag by approximately NT$30,000–90,000 per month compared to neighboring Chinese-speaking countries or regions.
- To retain and attract international talent, the Ministry of Education will increase subsidies and resources for exceptional talent in higher education.
- Enhance Support for Doctoral-Level Researchers to Stabilize Research Capacity
- Doctoral-Level researchers are critical to research initiatives but face uncertain appointment terms and limited government funding.
- Challenges such as a lack of job vacancies for teachers or in industry, a lack of project grants, or project interruptions, often lead to high turnover and hinder research progress.
- NSTC will increase the number of approved positions and funding amounts to stabilize research capacity.
- Strengthen Doctoral Student Development and Scholarships
- Ministry of Education:
- Focus on the learning and cultivation phases of doctoral education.
- National Science and Technology Council (NSTC):
- Concentrate on preparing high-level research talent and fostering innovative Research and Development.
- Both agencies will collaborate to provide financial and programmatic support for doctoral students’ development and post-graduation opportunities.
