Expand provision of public education and care services for young children, and create excellent and affordable preschool education environments; and improve preschool educators’ pay and entitlements, and enhance the quality of childcare services.

Encourage students to attend a school close to their home, and progressively implement the 12-Year Basic Education program which incorporates development of adaptive learning and completely non-exam-based admission to secondary schools; and promote the uniform provision of a high-quality education by senior secondary schools in Taiwan’s different regions.

Optimize the practical training environments provided by technical and vocational education institutions, and strengthen the links between industry and academia, to narrow the gap between students’ academic knowledge and their practical skills; train and educate highly skilled people who are knowledgeable about and can employ emerging digital technologies, to better meet the needs of industrial development and transformation; promote the diverse and flexible development of higher education, and devote more resources to training and educating, and attracting and retaining people with international level skills and expertise, to thereby mitigate any brain drain; boost universities’ meeting their social responsibilities by strengthening their links with their local communities; assist colleges and universities that are changing their institutional status, and those that are closing down.

Take steps to prevent bullying on campuses and drugs of abuse from entering campuses, and institute food safety management and preventive healthcare in schools; allocate educational resources properly to protect the educational rights of students in rural areas, students whose families are socio-economically disadvantaged, students with disabilities, and other vulnerable students, and provide sound special education support systems; respect ethnic diversity, encourage different ethnic groups to maintain their own languages and cultures, and boost the provision of education for the children of indigenous people and of new residents.

Provide a comprehensively sound teacher-education system, set up a professional-development support system for teachers, and train outstanding qualified teachers who can implement student-centered teaching; encourage lifelong learning by promoting the stable development of community colleges and improving access to education for the elderly; apply smart technology to promote innovation, and improve the quality of services provided by public social education institutions.

Create more accessible and safe sports environments, and improve our national physical-fitness level by encouraging people to exercise regularly; help sports-related organizations to operate soundly, and support private sector development of Taiwan’s sports and leisure industry; and focus on the comprehensive training of top athletes and improve Taiwan’s competitiveness in international sporting events.

Thoroughly implement the New Southbound Policy in the area of education and promote exchanges of highly-skilled people with countries in Southeast Asia, and South Asia, and with Australia and New Zealand, and promote Taiwan’s engagement with the world; encourage more outstanding international students to study in Taiwan, and encourage our students to study and do research abroad; empower young people by expanding the scope of their participation in public and community affairs; and encourage young people to take part in international interaction and travel widely and learn, to broaden their international horizons.
