Ministry of Education Objectives for 2027(January－December)

1. Expand the number and capacity of public and quasi-public preschools, promote provision of extended and temporary childcare, improve subsidies for preschool education and childcare allowances, and gradually improve the ratio of teachers to children in preschools. Strengthen teachers’ and students’ AI literacy, and enhance their digital learning, and promote inclusive education to support students in rural areas, disadvantaged students, and students with special needs. Refine education to enhance students’ critical thinking and empathy, and enhance students’ aesthetic education, and develop diversified teacher training mechanisms. 
2. Optimize hardware and software facilities in elementary and secondary schools, and continuously improve old toilet area environments on school campuses. Implement healthy diet education, and ensure consistent provision of quality school lunches. Improve physical education facilities and create high-quality sports environments. Strengthen professional and psychological support for teachers and reduce administrative burdens. Enhance the three-tiered guidance and counseling mechanisms and increase the number of counselors in schools. Increase gender equality education, and make campuses anti-drug, anti-scam, anti-bullying environments.
3. Boost the development of a sustainable highly-skilled workforce for higher education, strengthen joint academic-industry training of highly-skilled people to work in key national fields and industry, and provide scientific and technological skills training at each educational stage. Improve practical training equipment, and increase interdisciplinary training and education in technological and vocational fields. Strengthen international recruitment of university students, and guidance for international students to encourage them to stay and work in Taiwan, and attract highly-skilled professionals in Taiwan and overseas to work in key national fields. Build a professional ecosystem that is globally competitive, and optimize services for highly-skilled international professionals, and the work of recruitment bases.
4. Steadily promote bilingual education, optimize bilingual environments on campuses, and enhance the younger generation’s bilingual communication skills. Promote Taiwan’s brand as a provider of high-quality mandarin language education, and expand the global profile of Taiwan’s mandarin language education. Promote rapid development of bilingual environments, expand the bilingual living network, increase bilingual public services, and create a friendly, international, and competitive bilingual work environment.
5. Formulate a white paper on youth policy, promote the Taiwan Global Pathfinders Initiative which has a NTD 10-billion budget, and expand young people’s participation in public affairs. Develop new channels for lifelong learning, and optimize provision of learning opportunities for the elderly. Enhance reading literacy, promote digital innovations, and create a lifelong learning environment for all. Construct diversified ways for indigenous people to access the education system, and refine the training of skilled indigenous people.
